JOB OFFER – PROJECT LEADER
Contextual setting:
The Cree‐Québec Forestry Board (CQFB) is primarily responsible for monitoring, analyzing and evaluating the implementation of the forestry component of the Paix des Braves Agreement. As part of its follow‐up activities, the CQFB has selected to conduct a wildlife habitat quality assessment project from an Aboriginal perspective
and a biological habitat analysis. The overall objective of this evaluation is to estimate the effectiveness of the provisions of the Adapted Forestry Regime to maintain or improve the habitat of wildlife species of importance to the Crees, 15 years after the signing of the Paix des Braves. The project will focus on two specific issues: the
assessment of sites of special interest to the Cree (25%) as well as the quality of Moose habitat considered as a target species for the Crees.
The approach chosen for this assessment is based on case studies. The project will be carried out in 2 phases :
the first phase of the project, which the Board wishes to put forward following the hiring of the project leader, will focus on 2 Cree traplines. A second phase should follow. At the end of the project, it is expected that aboutten cases should be evaluated.

Job description:
The incumbent is responsible for developing and implementing the first phase of the project, in accordance with the orientations given by the steering committee of the project and the Board Management. In particular, he is responsible for organizing, contributing and coordinating activities related to the implementation of the
various stages of the project, for ensuring effective communication and the collaboration of the various implied stakeholders.
Duration of the 1st phase: 7 months period beginning as soon as possible (preferably from May to October 2018)
Place of employment: In the Nord‐du‐Québec territory
Responsibilities:
Among his responsibilities, the incumbent:
 Plans, organizes, contributes and monitors the activities and deadlines of the various stages of the project
 Conducts and seeks approval by the steering committee for the detailed planning of the main steps of the project
 Identifies the historical information (reports, data), analyzes the information and draws up a synthesis.
 Participates in the development of the methodology and tools (eg maps, forms, interview questionnaire) related to the collection of data from Cree users of the territory, which are collected through interviews.
 Participates in interviews with Cree users in the territory and gets involved in the compiling and analysis of the outcomes
 Contributes to the structuring and analysis of forest databases relevant to the assessment of the quality
of wildlife habitats concerned
 Ensures the realization of geomatic analyzes
 Establishes professional and technical collaborations with representatives of the Department of Forests,
Wildlife and Parks, Cree communities or the Cree Nation Government.
 If necessary, estimates and contributes to the identification of the complementary technical and professional resources required for carrying out the project and collaborates with them
 Participates in the analysis, validation and communication of the information obtained
 Keeps the Board’s management as well as the Steering Committee informed of the progress of the project
 Periodically reports and produces a final report
 Ensures effective communication between all the participants involved in the project

Training and experience:
Masters or PhD in one of the following fields: forestry, biology, wildlife management, environment, social science, anthropology or a related field. Holder of a BA degree with relevant experience could be considered.

Competencies:
Knowledge in forest and/or wildlife management
Knowledge in geomatics and database processing (ArcGis)
Competencies in organizing and conducting interviews
Knowledge of the Aboriginal community is an asset
Work organization and coordination skills
Great analytical capacity
Research experience and writing skills
Comfortable in both spoken and written communication
Autonomous
Bilingual (French and English)

Application of the sustainable development principles goes hand-in-hand with the Board’s activities. Reconciling environmental protection, compliance with social values and economic development are at the very heart of the Board’s mission.

Appointment of a new Chairman

It is with great pleasure that we announce Mr. Hervé Deschênes as the fourth chairman of the Cree-Québec Forestry Board.

On August 17, 2016, after consultation with the Cree nation, the Québec government Cabinet appointed Mr. Deschênes to replace Mr. Gilbert Paillé who passed away while in office last December.

Mr. Deschênes was given a three-year mandate.

Mr. Deschênes is a forest engineer. He graduated in business administration and has extensive experience in the forestry sector. During his career he has worked in various fields of forestry including industry, education, health and safety at work, forestry and business development, at the regional, national and international levels.

Death of the Chairman of the Board

It is with great sadness that we inform you that our Chairman, Mr. Gilbert Paillé, passed away, surrounded by his family on December 24 at Laval Hospital in Québec City.
